Of course you can stick your tongue out and look up at the ceiling at the same time! All you have to do is lie on your back. And then, the ceiling is naturally in your field of vision as you stick out your tongue.
It's quite easy, I've proved it by doing it. ( I might leave it a while before I go back to that particular branch library though... )
